Dokdo has never been, and never will be the official territory of Japan, no matter how much they claim it to be. However, what ever the truth may be, the Japanese has been arguing non-stop that the island that we call "Dokdo" is their island called "Takeshima", even though there is clear evidence through history that the island of Dokdo is ours.
The feud for the island of Dokdo has been going on for centuries. And because of this, the Chosun dynasty has declared order 41, which makes sure that the island of Ullengdo and Dokdo was a land of Chosun. And at the time, Japan has admitted that the island was ours. But in World war 2, when the Japanese were expanding their territory and claiming South Korea as their Colony, the Japanese illegally claimed Dokdo as their own and renamed it Takeshima. This means that they have no basis in international laws that says that Dokdo is their territory; which means that Dokdo is evidently South Korea's island.
