NOAA is an agency in the United States Government, and as such we follow the guidelines for place names set by the United States Department of State. The decision on geographic names cannot be made by NCEI or any officials at NOAA. The U.S. government has a longstanding, one-name policy for oceans and seas, that all U.S. federal agencies are required to follow. This policy states that “Sea of Japan” is the standard name used in all U.S. federal publications for the body of water between the Korean Peninsula and Japanese Archipelago. Note that the Department of State also indicates that the U.S. does not support dual naming practices for seas, particularly in standardized publications. However, the U.S. finds it acceptable for written technical reports to reference this body of water as “Sea of Japan (referred to as East Sea by the Republic of Korea)” in the first instance and then use “Sea of Japan” thereafter.
Standard geographical naming is a national policy of the U.S., as determined by our Department of State to which NOAA must adhere.
