Shimane Prefectural Notice No. 40 is a regional notice notifying Japan's incorporation of Dokdo territory. 

Since 1904, Japan has attempted territorial incorporation and notified Shimane Prefecture, claiming that Dokdo was Mujuji in 1905 due to the military necessity for naval battles in the East Sea during the war with Russia over Manchuria and the Korean Peninsula. 

However, Shimane Prefectural Notice No. 40 was a part of Japan's step-by-step invasion of Korea's sovereignty, and because it is an illegal act that infringed upon the sovereignty of Dokdo that Korea has established over a long period of time, it cannot have international legal effect. 

Therefore, Dokdo can be regarded as Korean territory without change.
