In addition, the Uijeongbu Ministerial Order No. 3 in May shows that the Uijeongbu, the highest administrative body of the Korean Empire, issued an order denying Japan's incorporation of Dokdo territory.
The Uijeongbu, after receiving reports from Gangwon-do observers that Japan had incorporated Dokdo into territory, issued an order from the Minister of Justice denying Japan's incorporation of Dokdo.
From these grounds, it is clear that Japan's claim that Dokdo is its own land is wrong, and Dokdo is Korean territory.
