This is an order issued by Taejeonggwan, Japan's highest administrative body in March 1877, to the Ministry of Home Affairs that Ulleungdo and Dokdo are not Japanese territory. Taejeong-gwan judged that Ulleungdo and Dokdo were not affiliated with Japan as a result of negotiations between the Edo shogunate and the Joseon Dynasty (Ulleungdo dispute) in the 17th century.
