International Hydrographic Organization (IHO) is deeply to this. In 1929, the IHO published a booklet called Limits of Oceans and Seas, setting up an international standard for global oceanography. But then, the East Sea on the map of the sea is used as the Sea of Japan, or Mer du Japon. 1929 was when Korea was colonized by Japan.
